Thanks to the generosity of a dedicated donor, HCO’s Grassroots Advocacy Task Force stood alongside thousands of self-advocates and stakeholders at Disability Day at the Capitol on March 18th. Two full busloads of advocates from our community gathered in the Capitol Rotunda, listening to impassioned speakers, rallying for change, and making their voices heard. One of our own self-advocates, Shantel Majerus, proudly introduced Senator Jeremy Miller to the assembled crowd.

Following the rally, individuals and staff met directly with lawmakers, sharing their personal stories, and sent a clear message: these budget cuts have real and devastating consequences. Minnesota stands at a critical crossroads, and the decisions made in the coming months will shape the future for individuals with developmental disabilities and their families.

The Governor’s proposed budget includes a staggering $600 million cut to disability services. This is not a mere budget adjustment—it is a direct threat to the well-being of thousands of Minnesotans. Some lawmakers claim these cuts won’t harm those receiving care, but the reality tells a different story. With rates that are already below the cost of living, individuals risk losing the caregivers they depend on. Reducing their funding further means less stability, diminished quality of care, and greater uncertainty for those who deserve safe and supportive homes.

Beyond the funding reductions, proposed legislative changes would:

  • Slow waiver growth, limiting access to essential services leaving many without services.
  • Impose stricter limits on leave days, leaving providers unpaid for services provided.
  • Make it harder for individuals with complex behavioral needs to receive the specialized care they require.

If these cuts are enacted, thousands of people with disabilities could lose access to critical services, while those still waiting for care may never receive the support they desperately need.

This is a moment for action. Individuals with developmental disabilities, their families, caregivers, and community members must come together to oppose these devastating cuts. These are not just numbers on a spreadsheet—they represent real people, their dignity, and their futures. Cuts Have a Cost, and the individuals we serve are More Than an Expense.
