The 2025 Minnesota legislative session concluded with disappointing outcomes for individuals who rely on disability waiver services. Despite strong advocacy efforts from self-advocates, families, providers, and other concerned stakeholders, key proposals that reduce funding and limit access to essential services remained in the final budget agreement.
Throughout the session, advocates from HCO and across the state raised their voices. They wrote letters and emails, met in person with elected officials, and submitted Letters to the Editor—urging lawmakers to protect the supports that enable people with developmental disabilities to live with dignity and independence. Their message was clear: these services are not luxuries; they are lifelines.
Yet, in the final negotiations between the Governor’s office and legislative leaders, damaging provisions—framed as efforts to “slow growth”—were preserved. These changes will result in future rate reductions and service cuts that threaten the quality and accessibility of care.
